Alderman David Jones has been assigned by the mayor to lead a review of the applicants and make a recommendation to the mayor for the appointment. The mayor then makes an appointment subject to approval by the full board of aldermen.
Jones says interviews of applicants will occur the week of Dec. 15, with a recommendation to the mayor and board by Dec. 22. Welch’s last meeting is scheduled to be Dec. 16.
“This will allow the new Ward 3 alderman to attend the next alderman meeting the week of Jan. 6,” Jones told The Landmark.
Interviews will be conducted by Jones and fellow aldermen Greg Plumb and Kari Lamer.
The two applicants are Douglas P. Wylie and Robert J. Lock.
A third person, Steven Dillman, initially sent a letter of interest but later withdrew his name in an email to Jones. Dillman indicated he is withdrawing after “learning some more about the time commitment required. I have decided that I would not have the time available to serve my neighbors properly.”
Parkville’s Board of Aldermen consists of four wards, with two aldermen serving each ward.

DOUGLAS P. WYLIE
In his letter of application, Wylie says he is a consulting facilities planning engineer/facilities procurement and support services manager for Hallmark/Crown Center, where he has been employed since 1984. His major responsibilities there, he says, are to forecast and track growth and business direction; approve facility purchases and administer facility contracts; plan and optimize for organizational change; ad capital and expense budget planning and forecasting.
Wylie’s resume indicates he holds a master of science in industrial engineering from the University of Missouri in 1983. He earned a bachelor of arts in mathematics from Simpson College in Indianola, Ia. in 1977.
Wylie also listed these items in his application:
- Produce master plan for Hallmark Campus as modified by changing organizational requirements.
- Management of annual Hallmark leases in Pershing and Union Station. Budgets between $6 million and $12 million. •Discover the business needs of each organization at headquarters to enhance their work process.
- Member of the board of directors for the Parkville Heights Homeowners Association for 12 years, last three years as president. •Assemble capital and major expense facility plans for Hallmark plants and Crown Center.
- Provide planning and low cost solutions for Hallmark subsidiaries.
- Provide annual analysis of facility costs for benchmarking.
- Provided facility planning for the Kansas City, Mo. School District in 1992-93.
- Provided facility planning for the Park Hill School District in 1998-99.
ROBERT J. LOCK
Lock’s letter of application indicates he is a certified public accountant. He is 59 years old.
He moved to the Kansas City area in 1982 and to Parkville in 2003. Lock graduated from the University of Missouri-Columbia in 1977 with a bachelor of science in business administration.
He became a CPA in 1981.
He and his wife, Sue, have been married for 23 years and have six grandchildren. Lock’s letter indicates he is an active member of St. Therese Church, where he is a member of the liturgical committee, an usher, and eucharistic minister.
Lock says he has been treasurer of Kickin for Kids since its inception in 2003. It’s a nonprofit organization that raises funs fo the Children’s Miracle Network through an annual youth soccer tournament and auction. The organization has raised more than $400,000, he said.
Lock is managing partner of McBride, Lock and Associates, LLC.
He says the firm specializes in the audits for federal, state, local and nonprofit organizations. The practice, which started in 1980, has a 20-person staff and is located in Kansas City.
Lock has been a member of the Parkville Planning and Zoning Commission since 2009. He says he is an avid golfer and member of the National Golf Club of Kansas City.
