A convicted felon who was the driver in a 1991 traffic crash that killed one person and injured another in Platte County and was recently featured on Kansas City’s Most Wanted, has been captured by the U.S. Marshall’s Service in Fort Myers, Fla. Charles D. Rowell, 35, was taken into custody last Wednesday night. Authorities in Florida were apparently able to track Rowell, who is a body builder, through a friend of his. They allegedly were into steroid use. Platte County Prosecuting Attorney Vic Peters said Rowell was out of jail on bond pending an appeal of three felony convictions. On Dec. 15, 1992, he was found guilty by a jury of involuntary manslaughter, assault in the second degree, and leaving the scene of a motor vehicle accident.
