Property owners, city will share stormwater costs

A cost share agreement will fund a stormwater project for new development in Platte City east of the Price Chopper grocery store.

The development will be the home of buildings for Platte Valley Dental Care and Direct Medical Care. Earlier this year, Nodaway Valley Bank had planned on also locating in this area, but the bank has since changed its mind (see related story in this issue).

The proposed agreement will be between the City of Platte City, KOKO 19 (Direct Medical Care–Ann Riggs), Blaha Properties LLC (Platte Valley Dental) and Mannrose LLC (Bill Mann, original property owner of all tracts).

Mannrose takes the place of Nodaway Valley Bank in the four-party agreement. Mannrose owns the parcel on which NVB was originally set to go in. Riggs and Blaha are the owners of the parcels on which they are constructing new medical/dental buildings.

The three parcels were created in November of 2019 when the city approved Mannrose’s application to subdivide a three acre parcel, said DJ Gehrt, city administrator.

As the properties develop, the city will be reimbursed $14,250 by each owner for a total reimbursement of $42,750 per the stormwater cost share agreement. Total cost of the stormwater project is scheduled to be $71,000. The city’s net cost of $28,250 is an increase of $14,000 over the original agreement. The project cost increased due to engineering design revisions, Gehrt said.

The design concept for the stormwater system to serve the three parcels removes all stormwater from Plaza Court (private drive on which the properties are located) by directing flow to the south (back side) of the parcels and into an underground stormwater line running east-west from the Blaha Properties to an existing stormwater inlet structure at the southwest corner of the development property.

In mid-April the city was informed that Nodaway Valley Bank had withdrawn as prospective owner of the Mannrose property and was no longer participating as the contracting owner responsible for constructing the joint stormwater project. That’s when Mannrose eventually stepped in to replace NVB as the contracting owner in the agreement.

The stormwater agreement and accompanying budget amendment have been recommended for approval by the board of aldermen later this month.
