A man who worked at a restaurant at KCI Airport is criminally charged with filming females in an airport all-gender restroom at the north end of Concourse A.
Charged with felony invasion of privacy is 32-year-old Teriosi Ludwig of Kansas City. At the time of the alleged crime, Ludwig was working Martin City Brewery inside the airport. He has since been fired, officials say.
On Monday, March 9 at about 2:20 p.m., airport police officers were dispatched regarding an invasion of privacy complaint. A woman told police she observed the corner of a cell phone protruding underneath the stall partition.
The female said the suspect, later identified as Ludwig, walked past her and smiled prior to her entering a stall.
Airport police officers reviewed surveillance footage and observed Ludwig jogging away from the restroom about 35 second before the victim exited. Officers tracked Ludwig on camera returning to Martin City Brewery, a restaurant in Concourse A, where he was employed. Officers accompanied the victim to the restaurant, where she identified Ludwig as the man she observed in the restroom.
Authorities say they obtained Ludwig’s consent to search his cell phone, where they say multiple videos were located depicting what appears to be adult females inside adjacent restroom stalls, seated or semi-squatted with pants and undergarments lowered.
According to court documents, Ludwig admitted to officers that he entered the stall adjacent to the victim and attempted to record her by placing his phone beneath the all partition. He left the restroom when the victim began screaming, according to court documents.
Ludwig’s phone was seized as evidence, and he was initially released pending further investigation.
The Platte County Sheriff’s Office cyber crimes unit was able to assist with the digital evidence. The cyber unit conducted an extraction of Ludwig’s phone, which authorities say contained 66 video files all consistent in nature.
According to the allegations in court documents, each recording depicts Ludwig’s cell phone positioned inside a restroom stall and placed beneath the stall partition through an approximate 2-3 inch gap, angled upward in to an adjacent stall.
In the majority of videos, authorities say, Ludwig’s face is visible when the device is withdrawn to his side of the stall.
According to police, metadata embedded in the video files, including geolocation coordinates, indicates the recordings occurred in the all-gender restroom in Concourse A, behind the North TSA checkpoint at the airport. The videos, other than the March 9 incident, are dated between Jan. 16 and Feb. 12.
Anyone who used the all-gender restroom in the north end of Concourse A is asked to call 816-243-5175 to submit potential information.
Ludwig is being held in the Platte County Jail, with bond set at $25,000 cash only. A condition of bond will be that he not have contact or entry onto KCI Airport premises.
