Platte County man accused of indecent liberties with child

A Platte County man who is a registered Missouri sex offender sits in the Johnson County jail in Gardner, Kan., after Shawnee, Kan., police detectives arrested him Friday evening for alleged aggravated indecent liberties with a child.

Mark Tyler Rideout, 46, of the 7200 block of NW Coronado, in Kansas City— Platte County, has been on the Missouri Sex Offender Registry since his 1998 guilty plea to statutory rape, a Class C felony.

On Monday, Johnson County, Kan., prosecutors charged Rideout with four counts of aggravated indecent liberties with a child, for having sexual intercourse with a 14-year-old Shawnee, Kan., Girl.

All four incidents of indecent liberties with a child are alleged to have occurred in the 14-year-old victim’s home in Shawnee, according to Capt. Ron Copeland, of the Shawnee police department.

Police allege that Copeland also had sex with the girl at his Platte County residence, Copeland said.

Rideout faces the possibility of 7 1/2-8 1/2 years in a Kansas prison and up to $300,000 in fines on each of the four charges in Johnson County.

Rideout remains incarcerated in the Johnson County jail in Gardner under a $100,000 cash or corporate bond.

On Friday evening, Shawnee detectives arrested Rideout after they earlier instructed his 14-year-old alleged victim to call Rideout on the telephone, tell him her parents were absent from the home and then invite him over for sex, an invitation that Rideout readily accepted, according to Capt. Copeland.

“Rideout was met at the door of his victim’s house by a male Shawnee detective,” Copeland said.

In Kansas, aggravated indecent liberties with a child encompasses many types of criminal sex acts. In Rideout’s case, the aggravated indecent liberties with a child charges allege that Rideout had sexual intercourse with a child who is 14 or more years of age but less than 16 years of age.

Rideout’s alleged victim is the 14-year-old daughter of a friend. She is a student at a public high school in Shawnee.

Rideout has multiple convictions on his record for sex crimes.

On Dec. 13, 1993, Rideout pleaded guilty in Platte County to indecent exposure, a Class A misdemeanor, and received probation.

On Dec. 15, 1993, Rideout pleaded guilty to forcible sodomy in Clay County, a felony, with which he was originally charged on Aug. 6, 1992.

In that guilty plea, Rideout’s probation was revoked (for the indecent exposure conviction), and he was sentenced to six months in the Clay County jail and two years of probation.

On May 6, 1998, Rideout was arrested and charged with three felony sex crime violations, also in Clay County.

The Clay County prosecutor charged Rideout with one count of forcible rape, a Class C felony; one count of statutory sodomy, a Class D felony; and one count of statutory rape, a Class C felony.

Rideout pleaded guilty to the charge of statutory rape. In exchange the Clay County prosecutor dropped the forcible rape and statutory sodomy charges against Rideout.

Rideout was employed at a hamburger and chili restaurant on NE Vivion in Gladstone, according to the Shawnee police department investigative report.

Rideout’s next docket call hearing is scheduled for Thursday, Oct. 5, at 9 a.m., in Division 1 of the Johnson County District Court, Judge Peter Ruddick presiding.
