UNA DISMINUCI\u00d3N DE $70 MILLONES CON RESPECTO AL A\u00d1O PASADO<\/strong><\/p>\n\n\n\n

Missouri se encamina hacia su primer a\u00f1o fiscal con ingresos en descenso en m\u00e1s de una d\u00e9cada, y el primero que recordemos durante una econom\u00eda en crecimiento, seg\u00fan la \u00faltima estimaci\u00f3n de los ingresos fiscales estatales.<\/p>\n\n\n\n

Los ingresos generales para el a\u00f1o fiscal que termina el 30 de junio totalizar\u00e1n $13.35 mil millones, una disminuci\u00f3n de aproximadamente $70 millones con respecto al r\u00e9cord de $13.42 mil millones recaudados en el a\u00f1o fiscal 2024, seg\u00fan un comunicado de prensa del mi\u00e9rcoles del nuevo gobernador Mike Kehoe.<\/p>\n\n\n\n

Se trata de una disminuci\u00f3n de aproximadamente 0,61 TP3T, que es casi id\u00e9ntica a los ingresos reales del a\u00f1o hasta la fecha. Hasta el martes, los ingresos hab\u00edan disminuido 0,71 TP3T en lo que va de a\u00f1o.<\/p>\n\n\n\n

Los ingresos deber\u00edan recuperarse el a\u00f1o siguiente, seg\u00fan el comunicado. La estimaci\u00f3n acordada por la Oficina de Presupuesto y Planificaci\u00f3n del estado y el personal de asignaciones de la C\u00e1mara de Representantes y el Senado de Missouri anticipa un crecimiento de aproximadamente 1,61 billones de TP3, lo que producir\u00eda 13,56 billones de TP4 en ingresos generales para el primer a\u00f1o fiscal completo de Kehoe en el cargo.<\/p>\n\n\n\n

El gobernador y los l\u00edderes legislativos utilizan la estimaci\u00f3n anual de ingresos por consenso para elaborar y equilibrar el presupuesto de Missouri.<\/p>\n\n\n\n

El presupuesto para el a\u00f1o fiscal en curso se basa en una estimaci\u00f3n realizada en diciembre de 2023 de 13.200 millones de TPP en nuevos ingresos. El plan presupuestario aprobado por los legisladores para el a\u00f1o en curso tambi\u00e9n preve\u00eda gastar alrededor de 1.900 millones de TPP de los super\u00e1vits acumulados.<\/p>\n\n\n\n

Los ingresos mayores a los esperados para el a\u00f1o que termin\u00f3 en junio son la raz\u00f3n por la cual Missouri deber\u00eda recibir m\u00e1s de lo estimado originalmente, a pesar de una disminuci\u00f3n en los ingresos fiscales, y utilizar menos del super\u00e1vit disponible.<\/p>\n\n\n\n

Kehoe presentar\u00e1 su presupuesto a finales de enero y ser\u00e1 el primer indicio de c\u00f3mo piensa utilizar los super\u00e1vits hist\u00f3ricamente altos en el tesoro estatal.<\/p>\n\n\n\n

A fines de noviembre, el saldo del fondo de ingresos generales se situ\u00f3 en 1.900 millones de d\u00f3lares, unos 1.900 millones menos que el saldo del 30 de junio, pero mucho m\u00e1s de lo que cualquier otro gobernador nuevo haya disfrutado jam\u00e1s. Hay casi 1.400 millones de d\u00f3lares m\u00e1s en fondos que se pueden gastar como ingresos generales, y aproximadamente la mitad de esa cantidad se destinar\u00e1 a proyectos como la ampliaci\u00f3n de la Interestatal 70 y la expansi\u00f3n del Capitolio.<\/p>\n\n\n\n

El super\u00e1vit se construy\u00f3 con un crecimiento de ingresos de dos d\u00edgitos durante un per\u00edodo de dos a\u00f1os que finaliz\u00f3 a principios de 2023, en medio de un crecimiento econ\u00f3mico m\u00e1s lento y la implementaci\u00f3n de recortes de impuestos estatales.<\/p>\n\n\n\n

Kehoe ha prometido recortes impositivos adicionales, con el objetivo de eliminar el impuesto estatal sobre la renta. Varios legisladores han presentado proyectos de ley para implementar una tasa impositiva fija 4% como primer paso de ese plan.<\/p>\n\n\n\n

Los l\u00edderes del presupuesto legislativo dijeron en el comunicado de prensa que est\u00e1n satisfechos con la estimaci\u00f3n de consenso para el pr\u00f3ximo a\u00f1o.<\/p>\n\n\n\n
