Missouri Governor Mike Kehoe announced late Friday afternoon, his appointment of Frank Offutt to serve on Missouri’s Safe Drinking Water Commission.
Offutt is the executive director of Platte County Public Water Supply District No. 4 and the district administrator for the Platte City Special Road District.
He has a long history of civic service, including 16 years of experience as the mayor of Platte City. Offutt holds a bachelor’s degree from Northwest Missouri State University, and a Missouri Department of Natural Resources issued Drinking Water Operators certificate, since 1999. He also holds a commercial driver’s license and a Federal Aviation Administration commercial pilot’s license.
The nine-member Missouri Safe Drinking Water Commission administers the Missouri Safe Drinking Water Law (Missouri Revised Statute sections 640.100 to 640.140, RSMo).
The commission ensures all 2,800 public water systems in Missouri provide safe drinking water. The commission adopts, modifies and repeals rules and regulations to implement and enforce the Missouri Safe Drinking Water Law.
The commission establishes criteria and procedures for administering the Drinking Water State Revolving Fund, adopts intended use plan for grants and loans, sets the primacy fee and advises the department about various drinking water issues.
The Missouri Department of Natural Resources’ Water Protection Program assists the commission in its duties.
Platte 4 Water District Board President Rob Baber stated, “The district is honored to have one of our staff recognized by Gov. Kehoe’s office and nominated to serve at the state level.”
Offutt is currently scheduled to appear before the 11-member Gubernatorial Appointments Committee for a confirmation hearing on Feb. 25. If confirmed, he would be Platte County’s first resident to serve on the commission.
